It retained local fiscal dominance, diffused capital and a decentralized private sector, regional production networks, and local credit systems were still very, very much there; the problem was collapsing demand and deflation, not the physical destruction capabilities or offshoring of capacity. They had price declines and idle capacity not the kinds of structural de-industrialization we saw in the late 20th century. The broader system remained economically, fiscally, and scientifically decentralized with local and regional banks and other forms of pluralistic capital formation, local-level and state-level industrial policies, diffused and redundant scientific and engineering ecosystem of ecosystems, locally based firms, a deliberately redundant network of overlapping producers, each of those with federated decision making and institutional plurality, and despite the attempts of some powerful groups those were not placed under any one deeply centralized industrial policy center from dictating outcomes.
I’ve spent many hours reading local party branch publications, local and regional part conferences outputs and minutes, editorials from papers funded by local/regional mid-sized firms, and more from the 1930s until Pearl Harbor, and oh, I’m telling ya, if we hadn;t entered WW2 it seems theres a very serious chance the USA would have destroyed most of that stuff and charted a very, very different pathway than the one we took in pretty muck all various regards
